Tel Aviv Congestion Charge Scheme
Estimation of the number of transactions and unique users crossing every ring in Tel Aviv

The objectives of this project were:

  • Estimate the number of average annual daily trips/crossings per ring (considering a trip every ring crossing, an entry or an exit).
  • Estimate the number of monthly unique users.
  • Estimate Annual Revenues.

In order to achieve the proposed objectives, the following tasks were completed:

  • Update the Tel Aviv network model and translate the coordinate system compatible with that of the mobile phone and counts data sets.
  • Identify the locations where the three rings intersects with the network to enable a subsequent estimation of vehicles crossing them.
  • Ingest the trip matrices for 2018 selecting the trips during the charging periods: 6:30 to 10:00 and 15:00 to 19:00.
  • Convert the mobile phone data zoning system to the network model zoning system.
  • Secure a data set of traffic counts from Netivei Ayalon selecting those relevant to the TACC with data for 2021.
  • Assign the mobile phone matrices to the network separately during the AM and PM charging periods and use the traffic counts to adjust and convert them to vehicles.
  • Extract the necessary information about vehicles crossing one, two and three rings in each charging period; this provides the transactions in each period.
  • Apply the adjustments described above to estimate daily and monthly unique users.
